Dog Rescue & Sanctuary in Upperco, Maryland
Upperco is home. Petey’s Promise is run from here, in the farm country of northern Baltimore County near the Carroll County line, by dog trainer Lyndsey Morgan of Obedient BLUE.
Why Upperco matters to the dogs
The dogs in our care live and train close to home. Upperco’s open space and quiet roads give frightened or recovering dogs room to decompress, which is a big part of how rescue, rehabilitation and sanctuary work for us.
Because we’re local, neighbors in Upperco are often the first to hear what we need: a ride to a vet appointment, a delivery of food or bedding, or a few hours of help with walking and enrichment.
Found a lost or stray dog in Upperco?
Upperco is in Baltimore County. Contact Baltimore County Animal Services first; they handle stray, lost and surrendered animals for the county and check for owners.
If a dog needs a longer path than a shelter can offer, tell us about them. Our capacity is limited, so we can’t promise intake, but we always read every message.

Frequently Asked Questions
What is Petey’s Promise?
Petey’s Promise is a dog rescue and sanctuary effort growing out of Lyndsey Morgan’s rescue work with Obedient BLUE. It helps homeless, abandoned, medically or behaviorally challenged, senior and sanctuary dogs get food, veterinary care, rehabilitation, training, shelter and long-term support. Read our mission.
Can I surrender a dog?
We can’t promise intake. Space, resources and each dog’s needs determine what we can take on. Please contact us with details about the dog and your situation, or call (443) 377-6919, and we’ll respond as soon as we can.
Can I volunteer?
Volunteer roles are still being organized. Send a volunteer inquiry and we’ll be in touch as opportunities open up. Submitting an inquiry doesn’t guarantee a position.
Can I donate supplies?
Yes. Food, treats, beds, cots, crates, leashes, collars, cleaning supplies, towels, blankets, enrichment items and training equipment are always useful. See Donate Supplies.
