Dog Rescue & Sanctuary Near Westminster, Maryland
Westminster is the Carroll County seat, west of our home in Upperco. Carroll County families are some of our closest neighbors, and plenty of the help our dogs get comes from this side of the county line.
Westminster and Petey’s Promise
Our dogs live and train in Upperco, not in Westminster. For people in and around Westminster, we’re a nearby option when a dog has run out of places to go, and a hands-on way to help dogs who need more time than a typical adoption path allows.
If you’re in Westminster and want to help, the easiest starting points are sponsoring a dog, sending items from our wish list, or volunteering for transport and weekend help.
Found a lost or stray dog in Westminster?
Contact the Humane Society of Carroll County, which serves as Carroll County’s animal shelter and animal control. They can scan for a microchip and log the dog as found, which is the fastest way home for a lost pet.
If a dog needs a longer road, tell us about them. Capacity is limited, so we can’t promise intake.

Frequently Asked Questions
What is Petey’s Promise?
Petey’s Promise is a dog rescue and sanctuary effort growing out of Lyndsey Morgan’s rescue work with Obedient BLUE. It helps homeless, abandoned, medically or behaviorally challenged, senior and sanctuary dogs get food, veterinary care, rehabilitation, training, shelter and long-term support. Read our mission.
Can I surrender a dog?
We can’t promise intake. Space, resources and each dog’s needs determine what we can take on. Please contact us with details about the dog and your situation, or call (443) 377-6919, and we’ll respond as soon as we can.
Can I volunteer?
Volunteer roles are still being organized. Send a volunteer inquiry and we’ll be in touch as opportunities open up. Submitting an inquiry doesn’t guarantee a position.
Can I donate supplies?
Yes. Food, treats, beds, cots, crates, leashes, collars, cleaning supplies, towels, blankets, enrichment items and training equipment are always useful. See Donate Supplies.
