Dog Rescue & Sanctuary Near Baltimore, Maryland
Baltimore City is to our south. The city has more dogs in need than any one group can help, and supporters from Baltimore are part of how a small rescue in Upperco keeps going.
Baltimore and Petey’s Promise
We don’t operate in the city; our dogs live and train in Upperco, in northern Baltimore County. For Baltimore residents, we’re a place to send help that goes directly to named dogs, many of whom need more time and care than a busy shelter can give.
You don’t have to be close to make a difference. Sponsorship, monthly giving and wish-list orders reach us from anywhere.
Found a lost or stray dog in Baltimore?
In Baltimore City, contact Baltimore Animal Rescue and Care Shelter (BARCS), the city’s open-admission shelter, or call 311 to reach city animal control. They can scan for a microchip and log the dog as found.
If a dog needs a longer path than a shelter can give, contact us. We can’t promise intake, but we read every message.

Frequently Asked Questions
What is Petey’s Promise?
Petey’s Promise is a dog rescue and sanctuary effort growing out of Lyndsey Morgan’s rescue work with Obedient BLUE. It helps homeless, abandoned, medically or behaviorally challenged, senior and sanctuary dogs get food, veterinary care, rehabilitation, training, shelter and long-term support. Read our mission.
Can I surrender a dog?
We can’t promise intake. Space, resources and each dog’s needs determine what we can take on. Please contact us with details about the dog and your situation, or call (443) 377-6919, and we’ll respond as soon as we can.
Can I volunteer?
Volunteer roles are still being organized. Send a volunteer inquiry and we’ll be in touch as opportunities open up. Submitting an inquiry doesn’t guarantee a position.
Can I donate supplies?
Yes. Food, treats, beds, cots, crates, leashes, collars, cleaning supplies, towels, blankets, enrichment items and training equipment are always useful. See Donate Supplies.
