Dog Rescue in Upperco, Maryland
Petey’s Promise is based in Upperco. When a dog here has run out of options, we’re the rescue down the road: small, hands-on and focused on dogs other groups can’t take.
How rescue works here
Every dog follows the same path: intake, then immediate needs like food, water, a safe space and rest. Next comes a veterinary evaluation and, once the dog has settled, a behavioral evaluation. From there it’s rehabilitation, and finally adoption into the right family or a permanent place in sanctuary.
Being in Upperco helps. Dogs decompress in a quiet, rural setting close to the trainer who works with them every day, so there’s no long transport between rescue and rehabilitation.
Capacity is limited, so we can’t promise intake for every dog. We read every message and answer honestly.

Frequently Asked Questions
What is Petey’s Promise?
Petey’s Promise is a dog rescue and sanctuary effort growing out of Lyndsey Morgan’s rescue work with Obedient BLUE. It helps homeless, abandoned, medically or behaviorally challenged, senior and sanctuary dogs get food, veterinary care, rehabilitation, training, shelter and long-term support. Read our mission.
Can I surrender a dog?
We can’t promise intake. Space, resources and each dog’s needs determine what we can take on. Please contact us with details about the dog and your situation, or call (443) 377-6919, and we’ll respond as soon as we can.
Can I adopt a dog?
Only dogs specifically listed as adoptable are available for adoption. Sanctuary residents are not.
Where does my sponsorship money go?
Sponsorships support Petey’s Promise’s overall rescue and sanctuary work: veterinary care, food, medication, training and rehabilitation, safe housing, transportation, enrichment and emergency treatment. Funds may be used where the need is greatest.
