Dog Rescue Near Westminster, Maryland
For Westminster and the rest of Carroll County, Petey’s Promise is a small rescue just over the county line in Upperco, focused on dogs who are injured, overlooked or out of time.
How rescue works for Westminster dogs
Every dog we take in goes through the same steps. It starts with intake and immediate needs like food, water, rest and a safe space. Then comes a veterinary evaluation, and a behavioral evaluation once the dog settles. Rehabilitation follows, ending in adoption to the right family or a permanent place in sanctuary.
All of it happens in Upperco, where dogs have quiet space to decompress and work with the same trainer every day.
We’re small and capacity is limited, so we can’t promise intake. We’ll always give you a straight answer.

Frequently Asked Questions
What is Petey’s Promise?
Petey’s Promise is a dog rescue and sanctuary effort growing out of Lyndsey Morgan’s rescue work with Obedient BLUE. It helps homeless, abandoned, medically or behaviorally challenged, senior and sanctuary dogs get food, veterinary care, rehabilitation, training, shelter and long-term support. Read our mission.
Can I surrender a dog?
We can’t promise intake. Space, resources and each dog’s needs determine what we can take on. Please contact us with details about the dog and your situation, or call (443) 377-6919, and we’ll respond as soon as we can.
Can I adopt a dog?
Only dogs specifically listed as adoptable are available for adoption. Sanctuary residents are not.
Where does my sponsorship money go?
Sponsorships support Petey’s Promise’s overall rescue and sanctuary work: veterinary care, food, medication, training and rehabilitation, safe housing, transportation, enrichment and emergency treatment. Funds may be used where the need is greatest.
