Dog Rescue Near Baltimore, Maryland
Baltimore has more dogs in need than any one group can help. Petey’s Promise is a small rescue north of the city, in Upperco, that takes on dogs who need more time and care than a busy shelter can give.
How rescue works for Baltimore dogs
Every dog follows the same path. Intake and immediate needs come first: food, water, a safe space and rest. Then a veterinary evaluation, and a behavioral evaluation once the dog has decompressed. Rehabilitation follows, ending in adoption to the right family or a permanent place in sanctuary.
For a dog coming out of the city, the move to Upperco’s rural quiet is often the first real rest they’ve had.
We’re a small operation with limited capacity, so we can’t promise intake. We read every message and answer honestly.

Frequently Asked Questions
What is Petey’s Promise?
Petey’s Promise is a dog rescue and sanctuary effort growing out of Lyndsey Morgan’s rescue work with Obedient BLUE. It helps homeless, abandoned, medically or behaviorally challenged, senior and sanctuary dogs get food, veterinary care, rehabilitation, training, shelter and long-term support. Read our mission.
Can I surrender a dog?
We can’t promise intake. Space, resources and each dog’s needs determine what we can take on. Please contact us with details about the dog and your situation, or call (443) 377-6919, and we’ll respond as soon as we can.
Can I adopt a dog?
Only dogs specifically listed as adoptable are available for adoption. Sanctuary residents are not.
Where does my sponsorship money go?
Sponsorships support Petey’s Promise’s overall rescue and sanctuary work: veterinary care, food, medication, training and rehabilitation, safe housing, transportation, enrichment and emergency treatment. Funds may be used where the need is greatest.
